Purpose of consultancy: |
Within the framework of the Population Dynamics (PD) programme area the UNFPA supports the Government in preparation for the population and housing census and capacity building for evidence-based policy formulation by improving national research capacities on population and development issues. UNFPA Uzbekistan will hire a local consultant on population dynamics to facilitate the implementation of PD activities by analysing relevant political, social and economic trends and providing inputs to formulation and implementation of PD programme activities. The local consultant will monitor the progress and advise the supervisor on adjusting the implementation approaches, if necessary. The local consultant will facilitate the work of other consultants, advisors and experts, including international consultants, and establish, and contribute to maintaining collaborative relationships with counterparts in the Government, donor agencies, think-tanks and civil society |
Scope of work:

In particular, the National consultant will be responsible for:
- Contributing and facilitating UNFPA activities to support the Government of Uzbekistan in preparing for the Population and Housing Census.
- Get acquainted with census methodological documents, results of the previous projects, and overall situation in the country in terms of preparation for the population census;
- Facilitate Census preparation assessment and quality assurance mission by Belstat experts;
- Analyze potential risks and propose mitigation strategies to improve census preparation;
- Draft a summary note on key findings and recommendations for enhancing census readiness
- Contributing to strengthening national capacity for evidence-based policy formulation and implementation integrating population dynamics:
- Critically review, provide inputs and suggestions for improvements to the DemRes Review Report;
- Provide inputs to and participate in a working group on developing a national Demographic Strategy as requested,
- Support in developing concepts for a Round table/hearings on Demographic Resilience with Senate, facilitate the organization of the event;
- Draft a concept of "World Population Day" celebration, develop the agenda, facilitate the preparation of presentation(s), and coordinate logistics;
- Contribute to reviewing indicators of social development of regions taking into account the forecast of the population of Uzbekistan until 2050;
- Develop analytical brief on "Demographic and social-economic overview of the selected region";
- Providing support to organization of the event on Demographic Resilience in Uzbekistan by drafting a concept, coordinating speakers, developing agenda, etc.;
- Preparing a report with a summary of discussions, findings, and recommendations for policymaking purposes.
- Other duties within the scope of the Population dynamics component of the UNFPA Country Programme.
- Contribute to developing and operationalizing the new UNFPA Country Programme Document for 2026-2030
- Analyze and interpret the political, social and economic environment relevant to Population and Development issues, and provide suggestions on opportunities for UNFPA assistance and intervention;
- Keep abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepare briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
- Assist advocacy and resource mobilization efforts of Country Office by providing inputs to prepare relevant documentation, i.e. funding proposals, project summaries, etc.

Duration and working schedule: |
Duration of consultancy: 3 March, 2025 – 3 February, 2026
The consultant’s contract period is for 242 working days (22 w.d. per month x 11 months)
Consultant will be paid for 242 working days based on the rates established by UNFPA Uzbekistan; The consultant will be paid in 6 instalments upon submission of the 5 bimonthly and 1 monthly progress reports.
Expected to start the consultancy in 3 March 2025.

All deliverables should be drafted in Russian/English (as appropriate and in consultation with the Program Analyst on PD).
Deliverables/ Results:
- Inputs provided to the draft national Demographic Strategy - March, 2025
- DemRes Review Report finalized – Aprill, 2025
- Round table/hearings on Demographic Resilience organized – May, 2025
- Round table on the "World Population Day" organized – July, 2025
- Indicators of social development of regions based on population forecast until 2050 reviewed and recommendations provided – September, 2025
- Analytical brief on "Demographic and social-economic overview of the selected region" developed – October, 2025
- Support to the organization of Demographic Resilience event provided – November, 2025
- Inputs provided to the annual report and yearly planning - December 2025
- Inputs provided to developing and operationalizing the new UNFPA Country Programme Document for 2026-2030 - January 2026
- Progress report prepared – February, 2026

Monitoring and progress control, including reporting requirements, periodicity format and deadline: |
Activities and progress will be monitored through a regular contact with the Program Analyst on PD, consultants and responsible national partners.
Consultant should submit bimonthly progress reports by e-mail.
|
Supervisory arrangements: |
UNFPA Program Analyst on PD will directly supervise activities related to the consultancy.
|
Expected travel: |
The consultant is expected to work in Tashkent city, online and offline.
|
Required expertise, qualifications and competencies, including language requirements: |
- Master degree in demographics, economics, management, statistics field;
- At least 5 years of professional experience, preferably in in the field of population and development;
- Excellent analytical, communication, and writing skills including experience in drafting reports and technical guidelines;
- Experience in liaising with different counterparts, facilitating consultations, meetings and workshops.
- Excellent Computer skills: MS Word, Excel, Power Point, and database software;
- Understanding and respect of the mission and core values of UNFPA and active upholding of United Nations guiding principle;
- Good knowledge of English, and fluent in Russian/Uzbek language, spoken and written.
- Ability to work independently as well as part of a team;
- Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable: |
UNFPA CO will provide the consultant with all available documents in relation to this consultancy.
The CO will also provide necessary additional logistical support in terms of arranging meetings, when it is necessary. Use of office space and computer equipment may be provided if needed.

Ownership of outputs: UNFPA
In case the deliverable is deemed to have been completed to a standard that does not fully satisfy UNFPA performance criteria, the Fund reserves the right to withhold the payment in part or in full.
